If you’re planning to get or upgrade your Ontario insurance broker license, there are some important changes coming that you need to know about.
The Registered Insurance Brokers of Ontario (RIBO) has announced updates to their licensing requirements and exam fees, effective January 1, 2026. Here’s what’s changing and what it means for you.
What’s Changing?
New RIBO Level 2 Requirements
Starting January 1, 2026, there will no longer be a standalone RIBO 2 exam. Instead, you’ll earn your RIBO Level 2 (Unrestricted – Technical) license by:
Passing all three of the following exams:
- CAIB 1
- CAIB 2
- CAIB 3
Alternative pathway: You can also qualify by passing CIP C130 & C131.
Essentially, what this does is bring the Level 2 requirement for RIBO in-line with what is required in other provinces.
New RIBO Level 3 Requirements
The RIBO 3 pathway is also changing starting Jan 1, 2027. To earn your RIBO Level 3 (Unrestricted – Management) license, you’ll need to:
- Hold a RIBO Level 2 license (optional: you can opt to waive the Level 2 exam and proceed directly to RIBO 3)
- Pass the Level 3 Management or Level 3 Accelerated Management Exam (AME) if eligible
The difference between the 2 RIBO Level 3 exams is that the full Level 3 Management exam will also test Administration & Finance whereas the Accelerated Management Exam is just RIB Act + Regulations & Form 1 Financial Statement.

Exam Fee Increases
Along with these licensing changes, exam fees are also increasing:
- New exam fee: $325 (up from $300)
What This Means for You
If You’re Just Starting Out
Good news! The path to RIBO Level 1 hasn’t changed. You’ll still need to pass the RIBO 1 exam to get your entry-level license and start working in the industry.
If You’re Working Toward RIBO Level 2
The new requirements actually align better with industry standards. The CAIB courses provide more comprehensive coverage and are recognized across Canada, not just in Ontario.

If You’re Aiming for RIBO Level 3
You’ll now need to complete the RIBO 3 Management exam or the AME. This ensures you have a strong foundation in all aspects of insurance before moving into management roles.
We have a RIBO 3 package to help you pass either the AME exam or the full RIBO 3 exam.
