There are many paths to earning your Level 1 general insurance license in BC, but the Fundamentals of Insurance exam is by far one of the most popular. By completing this exam, you would have met the education requirement of your Level 1 license.
However, if you are coming in with no insurance background, it can be difficult to pass without the right help. With PNC Learning’s Fundamentals of Insurance course and support from our team, you can pass the exam faster and launch your insurance career sooner.
Learn more about what the Fundamentals of Insurance exam is, its structure, and how to prepare adequately to pass your exam on your first try.
What is the Fundamentals of Insurance (FOI) Exam?
The FOI exam is the first of the three exams that will grant you your insurance license in BC, MB, SK, and the Atlantic provinces. As the name suggests, you will learn the fundamentals of insurance and what it takes to become an insurance broker. By passing this exam, you would have met the education requirement of getting your Level 1 license.
Similarly, you can also take the CAIB 1 exam, which will allow you to obtain a Level 1 insurance license upon a successful pass. To learn more about the differences between the two, check out this article here.
No matter which course you choose to take, they all teach very similar content to give you the prerequisite knowledge you need to do the job. For example, in the Fundamentals of Insurance course, you will learn the foundational knowledge of how insurance works in Canada/BC, including insurance principles, regulations, ethics & commonly seen insurance products like home & auto insurance.
Fundamentals of Insurance Exam Structure
The exam is written online and consists of 100 multiple-choice questions. You will have 2.5 hours to complete the questions.
While the questions are randomly selected every time, our students’ experiences and testing data show some clear trends on what is likely to appear on the exam:
- The majority of the exam will focus on your personal lines coverage (homeowners, condo, etc.). This corresponds to Chapters 6 & 7 in our course.
- About 10-20 questions will come from Auto Insurance.
- There would be about 5-10 questions on Liability, so it’s not a significant part of the exam.
- The first 4 chapters on Government and Insurance are fairly important as well as they give you the foundational principles that apply to all other insurance products you learn after that.
The difficulty of questions can vary as well, from simple definitions to more complex scenario-based questions where you have to apply insurance concepts to respond to real-life scenarios.
To pass the exam, you will need a minimum of 70%, or 70/100 questions.
The cost of the exam is $195 + GST for first-timers and those rewriting it.

How to Study for the Fundamentals of Insurance Exam in BC
Create a Study Plan
A well-structured study plan is your foundation for exam success. Depending on your available time, map out a 2–4 week timeline that breaks the material into manageable daily chunks. We have broken our course into convenient modules that you can use to structure your studying, aiming to spend 1-2 days per module.
Start by skimming the entire course outline to understand the scope, then assign specific topics to specific days, leaving the final few days for comprehensive review and practice testing.
Here is an example study schedule you can follow, assuming you have 2 weeks to study:
Day 0: Review the information in the Introduction Module and learn about the exam format, tips, etc. You should also download and print out the notes at this time.
Days 1-2: Study the Introduction to Insurance Module, which lays the foundational knowledge for the other sections.
Days 3-4: Property Insurance Module
Days 5-6: Midterm Review and Liability Insurance Module
Days 7-8: Farm Insurance and Accident & Sickness/Travel Insurance Module
Day 9: Broker Regulations & Professionalism Module
Day 10: Automobile Insurance Module
Days 11-14: Final Review & Exam Prep

You can adjust this schedule based on the time you have to prepare for the exam, but I recommend following the 70-30 rule. 70% of the time on learning and 30% on reviewing/exam prep.
After each chapter, review the key terms, as insurance terminology forms the backbone of the exam. Also, make sure you complete the short self-quizzes at the end of each chapter to reinforce retention and identify weak areas early.
This consistent, incremental approach prevents last-minute cramming, prevents overwhelm, and builds the confidence you need to walk into the exam room fully prepared.
Use the Right Study Materials
Choosing the right study material is key. You might be tempted to use the old textbook your friend or employer gives you, but studying from outdated materials can often lead to confusion. Luckily, PNC Learning’s courses are updated constantly based on student feedback, exam results, and to keep up with changing curriculums, so you never have out-of-date info.
Many learners often dread reading the textbook. Huge, thick textbooks can bring back unwanted memories of long, arduous nights of studying. To be honest, we don’t enjoy that either.
With PNC Learning, we promise that you won’t have to go through that experience (again). In fact, our FOI textbook is only 43 pages long. We also have supplemental materials, including a glossary of key terms, a mobile app, an audiobook, and video lectures to help you easily learn everything you need to pass your exam.
One thing we really emphasize as an educational institution is making learning as straightforward as possible for our students. This means that we use ZERO jargon so that the materials aren’t convoluted. Also, the materials are laid out in a systematic, logical way, starting with simple fundamental concepts before building up to more complex ones.
For example, we first explain a key idea in insurance called the principle of indemnity, which simply means that insurance is intended to put you back in the same financial position you were in before a loss. Once that’s clear, we show how this idea works in real policies, like home or business insurance, and walk through real claim examples so it all makes sense in everyday situations.
Since PNC Learning is dedicated to sustainability and reducing our carbon footprint, our textbooks are available to you digitally through the course. However, you may want to have a physical copy while you study. If you’d like a physical copy, you can order one through the textbook order form inside the course.
Practice, Don’t Just Read
Understanding the concepts is one thing, but the most difficult exam questions test your ability to apply these concepts, so practice quizzes and mock exams are key. PNC Learning’s Fundamentals of Insurance course includes built-in practice exams and chapter quizzes designed to reinforce key concepts, surface weaknesses, and mirror the types of questions you’ll see on the rest of the test so you’re well prepared.
Study Smart, Not Long
While you might be tempted to just brute force the exam prep, it is better to work smarter than harder. That means using techniques like:
- Active learning
- Taking regular breaks
- Using memory techniques like mnemonic devices and flashcards to help you remember things
- Using the quizzes/assessments inside the course to surface weak areas to focus on, so you waste less time.
Success on the FOI exam is more about strategy than brute force memorization alone, and we have tons of tips and best practices inside the course (and on your blog) to help you with that.

Common Challenges and How to Overcome Them
If it’s your first time writing this exam or if you haven’t written an exam in a long time, then more often than not, I see students making these simple mistakes when preparing:
Underestimating Time Pressure
On the exam, you only have 2.5 hours to answer 100 questions, which works out to 1.5 minutes per question on average. If you haven’t practiced under timed conditions, you might spend too much time on a difficult question and find yourself scrambling to complete the exam against the clock. Make sure you test yourself using our mock exams under the same time pressure.
Passive Studying Instead of Active Recall
Instead of just passively reading the notes or listening to the videos, make sure you are engaging your brain. Highlight key areas, summarize important concepts, and try to write things down in your own words, which forces you to interpret what you’re learning. The Fundamentals of Insurance learning community is a great place for this.
Not Targeting Your Studying
Many students think that reading everything cover to cover means they are studying. Instead, what you should be doing is using the chapter quizzes and other assessments to figure out where you are weak and focus your efforts there and try to understand why you got something wrong. That way, you’re not wasting time repeating things that you’re already good at, making your study time more efficient.
Studying Alone
This is a common trap people fall into when studying from textbooks or other materials, and one of the big reasons why many students pass their tests by taking our course even though they have failed elsewhere. Each course enrollment comes with access to our Learning Community, where you can interact with peers and instructors to deepen your understanding. Seek help when you’re stuck!
