The insurance industry is regulated at the provincial level so each province will have their own insurance certification program. On this page, we will outline the certification programs in different provinces. To easily find your province, you can use your browser’s search function to search this page.
British Columbia
Level 1 Insurance Broker (Entry Level)
There are a few courses you can take to get your Level 1 insurance salespersons license in BC. We recommend and provide exam prep courses for the Fundamentals of Insurance exam and the CAIB 1 exams.
Level 2 Insurance Broker
To get your Level 2 unrestricted brokers license in BC, you need to complete BOTH the CAIB 2 & CAIB 3 courses/exams.
Level 3 Insurance Broker
Once you have had your license for 5 years, you might want to start your own brokerage or be called to manage one. To get your Level 3 insurance certification, you’ll need to complete CAIB 4.
Ontario
Ontario has 2 different insurance certification programs. One is for insurance agents called OTL (Other Than Life) while the other is for insurance brokers called RIBO (Registered Insurance Brokers of Ontario).

Level 1 Insurance Agent Certification Program (Other Than Life)
Ontario’s insurance agent certification program involves passing the OTL (Other Than Life) exam.
Entry Level 1 Insurance Broker Certification Program (RIBO)
The insurance broker certification program in Ontario is built on a 3 level system. To get the first (entry) level, you need to complete RIBO 1.
This license includes restrictions that you be supervised during work by a Level 2 or higher broker.
Level 2 Insurance Broker (Unrestricted – Technical)
After you get your RIBO 1 license, you might find working under supervision to be restrictive to your business and career growth. In that case, you’ll need to complete both CAIB 2 & CAIB 3 to pass the RIBO 2 (Unrestricted Technical) program.
Level 3 Insurance Broker (Unrestricted – Management)
Like the name implies, you need this certification to be able to run or manage a brokerage. To get this insurance certification, you need to study CAIB 4 to prepare you to pass the RIBO 3 (Unrestricted Management) program.
Alberta
Level 1 Insurance Adjuster
The insurance certification program for Level 1 Adjusters in Alberta is the Alberta Insurance Council (AIC) level 1 insurance adjusters program.
Level 1 Insurance Broker
The insurance certification programs for Level 1 Brokers in Alberta is the same as for Adjusters although the exam is different. You will need to take the Alberta level 1 insurance broker program.
Level 2 Insurance Broker
Similar to other provinces, Alberta has a supervision restriction for Level 1 brokers/agents. To get your Level 2 license, you need to complete the Alberta Level 2 insurance broker program administered by the AIC.
Level 3 Insurance Broker
When you are at the stage of your career where you want to start or manage a brokerage, you need your Level 3 license. You get that by completing the Alberta level 3 insurance broker program.
Saskatchewan
Level 1 Insurance Broker (Entry Level)
There are a few courses you can take to get your Level 1 insurance salespersons license. We recommend and provide exam prep courses for the Fundamentals of Insurance exam and the CAIB 1 exams.
Level 2 Insurance Broker
To get your Level 2 unrestricted brokers license, you need to complete BOTH the CAIB 2 & CAIB 3 courses/exams.
Level 3 Insurance Broker
Similar to the other provinces, you need a level 3 certificate if you want to manage or run your own brokerage. To get your Level 3 insurance certification, you’ll need to complete CAIB 4.
Manitoba
Level 1 Insurance Broker (Entry Level)

Level 2 Insurance Broker
To get your Level 2 unrestricted brokers license, you need to complete BOTH the CAIB 2 & CAIB 3 courses/exams.

To get your Level 3 insurance certification, you’ll need to complete CAIB 4.
Nova Scotia
Level 1 Insurance Broker (Entry Level)
