In Canadian provinces outside Alberta and Ontario, one of the most common questions new brokers ask when pursuing their Level 1 General Insurance License is whether to take the CAIB 1 or the Fundamentals of Insurance course.
There are pros and cons to each path, and the correct choice depends on your career goals, learning style, and timeline.
One important key point:
Both exams now cover the same core material, so there is no real difference in terms of knowledge going into the workplace. The major difference is in the format of the exams: the CAIB 1 exam has short-answer questions, whereas the Fundamentals of Insurance exam is only made up of 100 multiple-choice questions.
Below, we’ll break down both options clearly so you can make the best decision for your situation.
What Is CAIB 1?
Purpose & Audience
CAIB 1 is the starting point for the Canadian Accredited Insurance Broker (CAIB) designation and a common choice for pursuing Level 1 licensing requirements.
This course is designed with the brokerage world in mind. More than just an entry requirement, CAIB 1 is built for learners who are thinking long-term. It’s ideal for those aiming to grow into advisory roles, specialize in commercial lines, or work toward brokerage leadership. Many students choose CAIB 1 early because it meets 1 of the 4 course requirements to earn your CAIB Designation.
Course Content & Learning Focus
CAIB 1 goes beyond the minimum licensing requirements, topics such as:
- General insurance fundamentals
- Personal lines insurance
- Automobile insurance
- Professionalism and ethics
- Insurance regulations
- Loss prevention and risk management
- Introductory commercial insurance concepts
Compared to Fundamentals of Insurance, CAIB 1 offers a deeper insight into brokerage-focused topics and more detailed explanations.
Exam Format & Difficulty
The CAIB exam uses a mixed format, including:
- Definitions
- Multiple-choice questions
- Short-answer questions
Because of this exam structure, CAIB tests require a strong understanding of concepts and the ability to clearly explain them. That’s why many students find PNC Learning’s online courses or in-person classes, step-by-step structure, and tutor support especially helpful for breaking down the broader scope into something manageable and confidence-building.
Short-answer questions have been historically challenging for learners and a bit subjective when marking. To prepare our students for this, we give you the exact formula for how to answer the short-answer questions to maximize your chances of success.
Who Should Choose CAIB 1?
CAIB is ideal for:
- Students planning a long-term career
- Learners aiming to complete their CAIB Designation in the future
- Individuals who prefer a structured designation track
Why take CAIB 1 for Level 1 Licensing?
The main reason students choose CAIB 1 for Level 1 licensing is to earn their CAIB Designation. To obtain the designation, all 4 CAIB exams must be completed. If you take Fundamentals for Level 1 licensing, you’ll need to circle back and complete the CAIB 1 exam later.
The downside to new brokers is that the CAIB 1 exam is:
- More difficult (short-answer vs multiple choice)
- More expensive (approximately $395 vs $195 for FOI)
What Is Fundamentals of Insurance?
Purpose & Audience
Fundamentals of Insurance is designed as an entry-level, foundational course specifically for Level 1 licensing.
It is ideal for complete beginners who want the fastest and simplest path to getting licensed and entering the industry.
Course Content & Learning Focus
FOI focuses on essential insurance knowledge required for licensing, including:
- General insurance principles
- Property insurance basics
- Liability insurance basics
- Automobile insurance overview
- Core regulations and compliance
While the content is slightly narrower than CAIB 1, it is fully sufficient to meet licensing requirements and begin working in the industry.
Exam Format & Difficulty
The Fundamentals of Insurance exam consists of 100 multiple-choice questions. This format is often perceived as more straightforward, particularly for:
- First-time insurance students
- Career changers
- Learners whose first language is not English
PNC Learning’s simplified lessons, real-world explanations, and tutor access significantly improve confidence and pass rates for FOI students.
Who Should Choose FOI?
FOI is ideal for:
- Students looking for the quickest licensing path
- Career changers testing whether insurance is the right fit
- Beginners who prefer simpler material before committing to advanced designations
Why take Fundamentals of Insurance for Level 1?
For most new brokers, Fundamentals of Insurance is the default choice. It is favoured because it is less expensive and easier for most learners, especially those who want to get licensed and start working as soon as possible (which should be the ultimate goal).
The Fundamentals of Insurance Classes covers the insurance business, insurance documents and processes, the role of different intermediaries, personal and commercial property policies, basic legal principles, liability policies, automobile insurance, travel insurance, and accident & sickness insurance.
Recommended Path: CAIB 1 or Fundamentals of Insurance?
For most new brokers, Fundamentals of Insurance is the recommended starting point for three key reasons:
- The Fundamentals of Insurance exam is cheaper at just $195 vs $395 in most provinces for CAIB 1
- There is less material to study vs CAIB 1 ( for example, no farm insurance & fewer technical details)
- The exam is easier, consisting entirely of multiple choice questions rather than definitions and short answer questions in the CAIB 1 exams
That said, CAIB 1 does have clear long-term advantages if earning the designation is a top priority. However, in practice, many students benefit more from gaining industry experience and upgrading their licensing levels first.
The Path PNC Learning Recommends to Most Students
Step 1. Pass the Fundamentals of Insurance exam and get your Level 1 license to start working and gaining experience.
Step 2. Pass the CAIB 2 & 3 exams for your Level 2 license. Now you can work independently.
Step 3. Pass the CAIB 4 exam to get Level 3 qualified, should the need arise for you to become a nominee (aka supervising broker) or to start up your own brokerage.
Step 4. OPTIONAL: Now that you have completed all of your licensing levels, you can go back to do CAIB 1 (which should be easy with your industry experience) and get your CAIB Designation.

“I would highly recommend PNC Learning to anyone who is taking the CAIB 1! The videos and content were very helpful to follow along with, as someone with a learning disability I was able to slow them down and really listen and make notes that I could understand. The practice exams were very helpful as well. Jacques is a very knowledgeable and friendly individual taking the time to reach out and offer support and accept any feedback and criticisms.
